I read a book in Fatawa Islamiyah (vol. 1) that one who leads the prayers must recite Al-Fatihah in all circumstances, does it include females and is it on each raka'ah that it must be recited?
Concise answer
In the first and second rak’ahs of the daily prayers, one must recite surah Fatihah and another entire surah after it; there is no difference between men and women in this ruling.[1] (Of course, this is when one is praying by himself, but in the case of praying congregational prayers, in the first two rak’ahs, only the imam recites surah Fatihah and another surah and those following must only listen and not recite when he is reciting, even if he is reciting silently in the Dhuhr and Asr prayers).
